Who Performs the Survey: The Certified Asbestos Consultant (CAC)

A pre-demolition hazardous materials survey must be performed by a State of California Certified Asbestos Consultant, also called a CAC. A home inspector or general contractor cannot legally perform this survey.

Inspection (R&D Survey)

First, the CAC inspects all accessible areas of the structure. This includes attics, crawl spaces, behind walls, roofing, mechanical rooms, and basements. This type of inspection is called a Refurbishment and Demolition Survey (R&D Survey). It is invasive. The CAC takes physical samples of any material suspected of containing asbestos or other hazardous substances.

NVLAP Lab Analysis

Next, those bulk samples are sent to an NVLAP-accredited laboratory for analysis. Lab analysis typically costs about $22 per sample. Rush analysis is available when your schedule requires faster results.

Survey Report Issued

After that, the CAC writes the survey report. This report lists all hazardous materials found, where they are located, how much is present, and what abatement is recommended. This report is required for both the SMAQMD notification and the demolition permit.

SMAQMD Rule 902: Sacramento's Asbestos Notification Requirement

SMAQMD stands for the Sacramento Metropolitan Air Quality Management District. SMAQMD enforces local air quality rules for the Sacramento region. Rule 902 covers asbestos emissions from demolition and renovation projects.

Here is what Rule 902 requires:

First, a thorough asbestos survey must be done before demolition begins. Second, SMAQMD must be notified at least 10 business days before the project start date. Third, this notification is required for ALL demolition projects, even if the survey finds no asbestos.
Also, for renovation projects, notification is required when 100 square feet or more, or 100 linear feet or more, of regulated asbestos-containing material will be disturbed.
The start and end dates in the notification must be accurate. If your project schedule changes, SMAQMD must be updated with the new dates. Not updating SMAQMD is treated as a separate violation.

SMAQMD Notification Filed

We file the SMAQMD Rule 902 notification at least 10 business days before your project start date. The notification includes the survey results and all required project details. Even if no hazardous materials are found, the notification must still be filed for demolition projects.

Abatement Coordination (If Required)

If the survey finds regulated materials, a Cal/OSHA-registered abatement contractor removes them. All regulated material is contained, removed, and transported to an approved disposal facility. We coordinate the abatement contractor and schedule to reduce delays.

Abatement Clearance Documentation

The abatement contractor provides waste disposal manifests. These documents confirm that all regulated materials have been legally removed and disposed of. This paperwork is required before the demolition permit is issued.

Demolition Permit Application
